This web service retrieves detailed information about a skill (PwsSkillElement), based upon a unique skill identifier (PwsSkillRef).

Skill	PwsSkillElement	This structure contains the complete set of information about a skill.
SkillVersionStamp	Int32	The version stamp for the skill group and skill data stored in Projector. This value is automatically updated each time any skill groups and/or skills are updated, and can be used in conjunction with PwsSaveSkill for optimistic locking.
